I actually addressed this very topic in a short story I wrote for a long-since-defunct ST zine in the 1980's. Simply put, although Janice was portrayed on-screen in TOS as Kirk's personal secretary and gopher (remember, she actually brought him a cup of coffee on the bridge!), I pointed out in my story that the position of Kirk's personal yeoman required her to be a part of Kirk's personal staff, which included all the major department heads of the ship: Spock, McCoy, Scotty, Uhura, and Sulu (and later Chekov). This in turn required the highest of security ratings, not to mention a sturdy psychological profile. Of course, such was not to be portrayed on network TV in the 60's! (BTW, all this applies to Uhura as well). Hopefully, she'll be included, and with a more realistic portrayal.
As to an attraction between her & Kirk, it was always there, but I thought more from her to him than vice versa. However, a major subtext could emerge: examining how much a captain is - and should or should not be - "wedded" to his job.
